BE GETTING RIPPED OFF.

THEY PLACED BOTH THEIR TRUST AND THEIR MONEY, IN A JOB PLACEMENT AGENCY. BUT
AS WE FOUND OUT, PHOENIX ENTERPRISES IS NOT EVERYTHING IT APPEARS TO BE.
QUEBEC'S CONSUMER PROTECTION AGENCY HAS BEEN AFTER THE COMPANY, BUT PHOENIX
CONTINUES TO OPERATE .. AND CONTINUES TO MAKE SOME VERY UNHAPPY CUSTOMERS.

FINDING A JOB ISN'T EASY. YOU TAKE WHATEVER HELP YOU CAN GET. KAREN OKE'S
SEARCH BECAME A NIGHTMARE.

I had cancer and he had the cure in that file
THAT CURE CAME FROM "PHOENIX ENTERPRISES" - A JOB PLACEMENT SERVICE OWNED BY
FOR A FEE OF $700 DOLLARS, BLACK PROMISED TO PUT OKE IN TOUCH WITH
[KAREN OKE ] He knew five people in every major pharmaceutical company and
that I was pretty much guaranteed a job at that point
BUT OKE SAYS BLACK'S PROMISES WERE LARGER THAN LIFE. SHE WAS EITHER
OVER-QUALIFIED OR NOT AT ALL QUALIFIED FOR THE JOBS HE OFFERED.
It was like being talked out of money...
24-YEAR-OLD JESSICA KAUFMAN HAS A MASTERS DEGREE IN ARTS. SHE SPENT MONTHS
LOOKING FOR WORK BEFORE SHE RAN INTO PHOENIX.
SHE PAID $100 UP FRONT - BLACK E-MAILED HER OPENINGS FOR WAITRESSES OR
MEDICAL TECHNICIANS. JOBS SHE EITHER DIDN'T WANT OR COULDN'T DO.

I believe that he is knowingly leading people on and then using the fact
they're unemployed and need a job to take advantage of them
JOB PLACEMENT SERVICES ARE SUPPOSED TO CHARGE FUTURE EMPLOYERS NOT POTENTIAL
[CONSUMER PROTECTION]He was breaking the law, definitely
THE CONSUMER PROTECTION AGENCY KNOWS HARRIS BLACK WELL. LAST YEAR, IT SUED
HIM FOR $2000 AND WON.
BUT IT WASN'T EASY. THE AGENCY HAD TO PROVE BLACK KNOWINGLY DUPED CLIENTS.

to different employers...employers which had no job to anyone
AT LEAST ONE OF THOSE EMPLOYERS PLANS TO SUE BLACK. THEY SAY THEY TOLD HIM
MONTHS AGO THEY HAVE NO JOBS. BUT HE CONTINUES TO REFER CLIENTS.
ACCORDING TO ANOTHER SOURCE, BLACK FINDS JOB OPENINGS ON WEBSITES LIKE
MONSTER.CA. THEN SUGGESTS TO CLIENTS THE COMPANIES ENLISTED HIS HELP.
WE WENT TO HARRIS BLACKS' QUEEN-MARY OFFICE. POTENTIAL CLIENTS SAT IN THE
WAITING ROOM. IN A FEW MINUTES, BLACK APPEARED.

Do you have a second to answer a question? After I'm done my interview. How
long will you be? Who are you calling from? CFCF News. I gotta do
interviews. A quick question: we've had complaints there's a scam going on
here anything to say ? No. 2 o'clock? 2 o'clock you'll talk? Yeah.
CONSUMER PROTECTION WANTS TO SHUT BLACK DOWN FOR GOOD. THE HARD PART:
PROVING "CRIMINAL INTENT". AND KEEPING TRACK OF HIM. HE KEEPS CLOSING AND
REOPENING UNDER DIFFERENT NAMES. WE FOUND AT LEAST FOUR: EMPLOYMENT 2000,
FIND-A-JOB ENTERPRISES, ROXTON MARKETING, AND PHOENIX.

Needless to say, Harris Black wasn't at his office when we returned. But in
a phone call, he denies all the allegations, saying he's helped hundreds of
people find jobs in the past. He admits the Consumer Protection Agency is
after him, but says it's not his fault if he can't help everybody find work.
